At-risk young people, between the ages of 11 and 23, who may:
  • want to take vocational training courses or earn their GEDs;
  • have been sexually, physically, and/or emotionally abused;
  • need safe alternatives to street living, prostitution and crime;
  • are making transitions from a street culture to more traditional lifestyles;
  • have been, or are currently, involved in the juvenile justice system.
